سيدي/ سيدتي: أشكركم على البريد الالكتروني الخاص الموجه لوزير الخارجية بشأن مطالب اللجنة التنظيمية للثورة الشعبية للشباب اليمني.
إنني كعضو في وزارة الخارجية والكومنولث ومن مكتب دائرة المسؤولية عن اليمن ارد:
لقد أعرب مكتب وزير الخارجية علنا عن صدمته إزاء استخدام القوة المميتة للسيطرة وتفريق المظاهرات في اليمن. ودعت الحكومة البريطانية جميع الاطراف الى ضبط النفس وتجنب الاستفزاز. وذكرت الحكومة اليمنية بأنها هي المسؤولة في النهاية عن سلامة مواطنيها، وحثتها على احترام الحقوق الأساسية لجميع اليمنيين والاستماع لمطالبهم المشروعة.
تواصل الأمم المتحدة مراقبة الوضع عن كثب في اليمن. وفي الاونة الاخيرة زار اليمن المستشار الخاص للامم المتحدة، جمال بن عمر، ونحن نتوقع منه ان يطلع مجلس الأمن على تقريره قبل نهاية العام. ان الامم المتحدة لم ولن تقدم أي ضمانات لمنح الحصانة لصالح وعائلته من الملاحقة القضائية. وقد أكد قرار مجلس الأمن رقم 2014، في سبتمبر على إجراء تحقيق مستقل يتفق مع المعايير الدولية في الانتهاكات المزعومة لحقوق الإنسان وشدد على أن جميع الانتهاكات ينبغي محاسبة المسؤولين عنها بموجب قرار مجلس حقوق الإنسان في اليمن(A/HRC/RES/18/19) ، إلا أن هذا لم يتم بعد، ونحن نتوقع من مجلس الأمن الإعراب عن القلق إزاء استمرار انتهاكات حقوق الإنسان والانتهاكات التالية لتقرير جمال بن عمر.
لا الامم المتحدة ولا المملكة المتحدة تقدم مساعدات عسكرية، والدعم المالي أو التقني لصالح أو حكومته. كما إن قرار مجلس الامن الدولى 2014 لا ينظر إلى فرض عقوبات، ولكن سيتم النظر في اتخاذ مزيد من التدابير، بما في ذلك الاتحاد الأوروبي، إذا كان أي طرف يسعى لعرقلة انتقال، أو يؤدي إلى تصعيد في العنف.
ان استنتاجات لجنة الشؤون الخارجية في الاتحاد الأوروبي في 1 ديسمبر ذكرت أننا نأمل في أن تصبح عملية الانتقال أرضية صلبة لتحقيق المصالحة الوطنية في اليمن، و "يجب تلبية المطالب والتطلعات المشروعة لجميع اليمنيين من مختلف أنحاء البلاد وكافة شرائح المجتمع اليمني، بما في ذلك المجتمع المدني وينبغي تيسير انخراط المنظمات والنساء والشباب في العملية السياسية من خلال إنشاء لجنة الاتصال، على النحو المبين في خطة التنفيذ. آمل ان تكون قد بددنا عناوين مخاوفكم،

Sir/Madam,
Thank you for your e-mail to the Foreign Secretary regarding the demands of the Organizing Committee of the Yemeni Youth Popular Revolution. I am replying as a member of the Foreign and Commonwealth Office department with responsibility for Yemen.
The Foreign Secretary and Foreign Office Minister Burt have publically expressed their shock at the use of lethal force to control and disperse demonstrations in Yemen. We have urged all sides to act with restraint and to avoid provocation. The Government of Yemen has been reminded that it is ultimately responsible for the safety of its citizens and it has been urged to respect the fundamental rights of all Yemenis and to listen to their legitimate demands.
The UN continues to closely monitor the situation in Yemen. UN Special Adviser, Jamal Benomar, recently visited Yemen and we expect him to brief the Security Council before the end of the year. The UN has not, and will not provide any guarantees that provide immunity to Saleh and his family from prosecution. UN Security Council Resolution 2014 underlined the need, expressed in September by the Human Rights Council resolution on Yemen (A/HRC/RES/18/19), for an independent investigation consistent with international standards into alleged human rights abuses and violations stressed that all those responsible should be held accountable. This has not yet taken place and we expect the Security Council to express concern regarding ongoing human rights abuses and violations following Jamal Benomar’s briefing.
Neither the UN nor the UK provides military aid, financial or technical support to President Saleh or his government. The UK and the international community are looking for opportunities to engage with Yemen’s new government to actively support Yemen during and after political transition. It is in everyone’s interests that Yemen forms a stable, prosperous and politically inclusive society.
The UN Security Council Resolution 2014 did not look to impose sanctions, but further measures will be considered, including by the EU, if any party seeks to disrupt transition, or causes an escalation in violence.
We welcome President Saleh’s signature of the Gulf Cooperation Council’s Initiative and its implementation plan on 23 November. This is a positive first step and we are encouraged by progress made since then. In early December the Defence and Security Committee was established and tasked with taking responsibility for easing military tension throughout Yemen. The committee’s aim is to demilitarize the cities, remove road blocks and to help restore electricity supplies to the Yemeni people. The removal of road blocks in Sana’a in recent days is an encouraging start.
The newly formed Government of National Reconciliation was sworn in on 10 December with ministries divided equally between the ruling party and opposition. We have been encouraged by actions taken by the newly formed government. On 12 December, Information Minister, Ali Al-Amrani ordered the unblocking of several news websites. On 13 December, Interior Minister, Abdul Qader Mohammed Qahtan ordered the release of all detainees held in connection to demonstrations in 2011.
EU Foreign Affairs Committee conclusions on 1 December stated that we hoped the transition process would become a solid platform for national reconciliation in Yemen and “should meet the legitimate demands and aspirations of all Yemenis from throughout the country and all parts of Yemeni society, including civic organisations, women and young people.” Engagement in the political process by Yemeni youth should be facilitated by the establishment of the Contact Committee, as set out in the implementation plan.
